Leah Rummel has worked in the health care industry since 1982, and has been with UnitedHealth Group since 2005. She has worked as Vice President of Public Affairs for UnitedHealth Group and was most recently the Vice President of Strategic Account Management for UnitedHealthcare Community Plan of Texas. Leah has worked with the legislature and state regulatory agencies including Texas Department of Insurance and the Texas Health and Human Services Commission, concerning legislation, rules, guidelines, contracts and health policy. Leah has worked on topics such as Medicaid managed care, Children's Health Insurance Program (CHIP), Medicare Part D, Medicare special needs products and commercial insurance products. Prior to her work with UnitedHealthcare, she worked at the Texas Association of Health Plans as the Executive Director. She was responsible for all operations of the association, development of legislative policy and positions, and for developing relationships with State legislature and at the regulatory agencies. Leah also worked at the Texas Department of Health as the Assistant and Acting Bureau Chief of Medicaid Managed Care, responsible for expansion and oversight of Medicaid managed care. Leah worked as the Deputy Commissioner of HMOs/Utilization Review and Quality Assurance at the Texas Department of Insurance and had direct responsibility for oversight of HMOs in the State of Texas. Leah graduated from University of North Texas with a Bachelor of Arts degree. Leah has served as Board President for Texas Parent to Parent. She has served on the Texas HHSC Consumer Directed Service Workgroup and the HHSC Employment First Workgroup and currently serves as the chair of the Texas HHSC Policy Council on Children and Families and a member of the IDD System Redesign Advisory Committee, where she is chair of the Transition to Managed Care subcommittee.
